Meet Your PAGE Legal Team
Below, you’ll meet the five in-house PAGE attorneys who serve members daily. These legal experts – together with dozens of PAGE network attorneys throughout the state – are committed to providing every PAGE member with the very best in legal guidance and representation.
Sean DeVetter
Sean joined PAGE as an in-house attorney in 2008. Born and raised in Georgia, Sean attended public school in Newton County. He comes from a family of educators who instilled in him a belief in the importance of education.
Sean earned his undergraduate and master’s degrees from Emory University and his law degree from Georgia State University College of Law. He lives in Coastal Georgia with his wife and two children.
Tina Folsom
Tina joined the PAGE in-house legal team in 2022 to further her commitment to helping Georgia educators with employment, certification, and criminal legal matters. With 24 years in education law—including 16 as a PAGE network attorney—Tina holds bachelor’s and juris doctor degrees from Mercer University and a master’s degree in higher education administration from Florida State University.
Married with two children, Tina lives in Valdosta/Lowndes County and serves on multiple community boards. She is active in her church, an avid reader, tennis player, and lover of the arts.
Jill Hay
Jill was hired by PAGE in 1994 as the first staff attorney in the organization’s history. In addition to representing PAGE members, she serves as PAGE General Counsel and Director of Legal Services and Human Resources.
Jill finds great satisfaction in helping educators through tough situations so they can focus on teaching and learning. Over her career, she has witnessed PAGE grow from approximately 24,000 members when she joined to more than triple that today.
Originally from Tallahassee, Florida, Jill holds a law degree from Florida State University and a bachelor’s degree in corporate finance from the University of Alabama. She lives in Atlanta with her husband and has three grown children.
Matthew Pence
Matthew joined PAGE as a staff attorney in 2012. Before law school, he taught high school social studies in North Carolina. Matthew grew up in a small town and is a proud graduate of its public schools.
He credits his third-grade teacher, Mrs. Hazel Cox, and his high school English teacher, Mrs. Jeanette Martin, with inspiring his career path. Matthew earned a degree in history from Appalachian State University and a law degree from Emory University School of Law. In his spare time, he enjoys running, swimming, exploring, and reading.
Leonard Williams
Leonard has been in-house counsel with PAGE since 2002. Before joining PAGE, he practiced bankruptcy law. A native of Orlando, Florida, Leonard earned a bachelor’s degree from Florida A&M University, a master’s degree from Florida State University, and a law degree from Georgia State University.
When not assisting PAGE members, Leonard enjoys reading, traveling, classic cars, and sports. He lives in Decatur, Georgia, with his longtime girlfriend and is active in several civic and social organizations in the metro-Atlanta area.
